How to achieve the national goal of “the energy use per unit of GDP must be reduced by 20%” in civil buildings

According to the strategy target in the National 11th FiveYear Plan, proposes that a forwardlooking goal should be set for building energy saving. Considers that the actual quantity of building energy consumption in 2005 be used as the baseline of comparing. Estimates that 100 million tons standard coal equivalent should be saved in civil building sector by 2010. Suggests several options on heat transfer of building envelopes, equipment and system efficiency, mitigation of greenhouse gas emission and energy consumption labelling of residential buildings to achieve the goal.
